The essay shows how the proliferation of crisis situations has challenged the «globalized neoliberal order.» An order that peaked between the 1990s and the first decade of the two thousand, but whose genealogy dates back to the 1970s. The survey identifies the origin and apogee of the neoliberal process, both from a historical and theoretical perspective. In the first section, we trace, in the relationship between neoconservatism and neoliberalism, the highest governmental density that develops from the triangulation between crisis, neoliberal policies and globalization. In the second section, three moments from financial policies on the dollar are analyzed in order to highlight how neoliberal globalization has been plastically adapted and forged according to U.S. «interest» and «command.» In the third, through the work of Friedrich A. Hayek, a theoretical-conceptual framing of the neoliberal governance proposal is undertaken. The notion of catallaxy delivers an articulation of the neoliberal crisis as an «art of government.» In conclusion, the coincidence and coexistence of different crises, such as financial, health and war, is interpreted through the concept of «polycrisis».
